Metro operates under the direction and supervision of the Metro Management Council (MMC) to plan, organize, control and manage all communications systems used by Minnehaha County and the City of Sioux Falls for the provision of emergency services. The council consists of the Mayor of Sioux Falls, two members of the Sioux Falls City Council appointed by the Mayor, and two members of the Minnehaha County Board of Commissioners appointed by the Commission Chair. The council meets bimonthly and has broad discretion to oversee and control the operations of the Agency.
The Agency is headed by the Director of Communications who is appointed at will by the council. The Director appoints the Deputy Director and Business Manager upon the advice and with the consent of the MMC.
Metro Communications Agency operates with an authorized staffing level of 47 full time employees.
Administrative staff includes a Director, Deputy Director, Business Manager, Training Coordinator, Quality Assurance Coordinator, and Technology Coordinator.
Dispatch operations are staffed by 8 Shift Supervisors, 11 Advance Communication Operators, and 23 Operators.
A User’s Committee exists to provide input and address concerns regarding the operation of the Agency. The Committee is chaired by the Minnehaha County Sheriff and consists of the City of Sioux Falls Chief of Police, the City of Sioux Falls Fire and Rescue Chief, the Brandon Chief of Police, a representative from Paramedics Plus Ambulance, a representative from the County Ambulance Association, a representative from the County Fire Chief’s Association, a representative from the South Dakota Air National Guard Fire Department, the County Emergency Management Director and the City Emergency Management Coordinator. The Committee meets at least quarterly and the Chairman attends all council meetings as the official liaison from the Committee, and has input regarding all actions of the council. As an ex-officio member of council the Chairman does not vote on any matters requiring council action.
Our agency contracts with Sioux Falls REMSA to provide external oversight service to the council in the areas of compliance with medical dispatch protocols, operator certification, medical standards, and external quality assurance review.
